The quality of this road surface is poor but this one of the most difficult ones to construct.
The thing is, is that gravel or cobble stones or concrete plates are consistent. They all have same collision.
But with potholes they are random at places and it's near impossible to make bumpy stuff at random, it requires many different road models in succession.
