Yes, we have that one already. The scan quality leaves a bit to be desired though, a bunch of the pages are crooked and the whole thing's watermarked.

We also can't find the data within it that defines the colours that should be used. With the 2007 doc we could just copy the text into Google Translate and we're most of the way there. This newer one doesn't have character data and the watermark prevents us from adding it easily using OCR software. We're stuck drawing the Cyrillic into Google Translate.

Might be a stupid answer but have you tried wikipedia and colour pick the colours from the images? Might be a good option if you can't find anything else? They seem to be bang on with the information they have.

From our experience with Polish signs, Wikipedia is far less than reliable for many countries.

The best choice for searching signs is to look at transportation department.

I didn't know until now this extension project has resurrected...! Finally one day soon we will drive to Kiev!!! :D

That's sad... But, on the other hand, we may expect a direct link between Uzhorod and future Kovel, which (for me) seems like an even better option ;)
