yes, I'm thinking it would be best to just expand upon the area already constructed. Zaragoza would be a place I'd expect, it would bring a destination for the Col-du-Somport pass that is yet to be finished, passing through Huesca. Santander, Vitora and Logroño would be logical. Catalonia might see Terragona built if space allows, maybe a basic road way toward Valencia as well. Pamplona and Llieda are under construction as we speak. Burgos is kind of far away at this point don't expect its construction for awhile.
