Mandelsoft is a SCS mapper, and part of the promods team. So as a mapper he knows perfectly where will be the next DLC, and a part of the promods team know it.

So if the next DLC is Iberian Penensula, than the promods develepment in this area would stop, and it's not the case. If you want to find the location of the next DLC, search for a promods project with no more progress for few months (like euromir for exemple )

The map is a fan concept map. A similar map exists of Italy with incorrect cities and roads too. Sure it looks fancy, but that doesn't make it less fake.

I cannot confirm nor deny that SCS is working on an Iberian Map DLC. All I can say is that this map is not from SCS.

As MandelSoft said, it's a fan-made project, not official from SCS. It's in the comment section of the last blog they made (which, going off-topic for a moment, they didn't update since the 22nd December, quite weird )
And as loupdargent said, you must search a country where ProMods has stopped its development. He said Euromir but remember that there's the Going East! DLC in the middle (as VLF with Spain). I bet it's Ireland and / or Iceland.

A Balkan project might just be as probably as Ireland, knowing they just created all kinds of connections Italy. In any case, we won't know before the summer imo.
