They're isolated, in Africa, and Spain already has lots of cities. If I'm trying to move freight there from Spain, it just doesn't make any sense to send a truck when it needs to go by ship anyway. The only way that it would make sense to include Ceuta and Melilla would be to include Morocco, and we all know what that sounds like.

Obviously too many cities. Ridiculous even compared to other countries. You will either run out of space or we won't see them until 2019. Time will tell of course but I suggest you start small and well and think about grandiose map plans later
