Why in Spain some areas have the sign of the provinces and others do not?

Afaik, the development on Portugal has been halted for a while. Even though some things are started, so much so that there are some signs [old ones, from like 2 years ago] and models , it will only be restarted after Madrid or even Valladolid. I think.
ProMods isn't a mod, it's a game.

Because they are a new addition and we haven't put them in old areas yet

Madrid is currently work in progess (= currently developed) - we released 2.30 not long ago, so we can not say what will be in the next versions.

I have traveled the new areas of Spain and I really like them. Especially the realistic environment that can be seen in the change of landscape and vegetation between the different areas. It's so realistic that I have been able to recognize some places, as the port area of Valencia. The problem is still the fps in the cities. Although I recognize that it has improved compared to previous versions. In cities like Pamplona or Zaragoza go down to 40 fps. Barcelona no longer fall as much as before. Now the main problem is Bilbao, where it go down to 20 fps.
