I think I prefer the first option with A-381, who is a great scenary autovia, probably one of the better in Andalucia. After, they can be a small road to connect Tarifa to A-381 via maybe Cañada de la Jara or Medina-Sidonia.
The north entrance for the Algeciras harbour is the most important, so it will need to be done on priority.

I agree with realdeal, at worst the Gibraltar rock can just appear on the scenary, easely visible from Algeciras and the A-7.

I doubt we get Andorra and Gibraltar.

At least we are going to get Promods version of those territories so no problem.

EdgeGladiator, if maybe only using the North entrance to Algeciras and A-381.
Then maybe something like this? Option 1.

On the Algeciras side, the Gibraltar cliff could be done by similar technique as used in Messina/Villa San Giovanni + Mount Saint Helens, WA, USA.

On both sides of Río Guadarranque, there are interesting? areas. But I am not sure if both or 1 of these could fit? Atleast if trying to have Gibraltar too.
East of it, the oil refinery and power plant?
West of it a mix of industries.

In 31st december there will be changes in toll roads in Spain.
Some toll roads will be free of charge after 1st january

Focusing in Promods, the AP-7 route will be free of charge IRL on january 1st from Salou (a bit south of Tarragona) to Alicante.
New toll booths are in place near this coordinates: 41.102055, 1.114919, more or less 1 kilometer south of exit 35 of the AP-7
At the moment I'm writing, it's not visible on Google Street View (the images shows as 2019 but earlier than the works for new toll booths)

in this pic, the tollgate is still here but trust me, i went to this place in august 2019 and there is no more tollgate, even in the exits : no tolls.

Due to that there is now a toll gate between ap1 and ap68 because the ap68 is'nt free :/ but the streetview is outdated we can only see the sign that anounced the tollgate from de ap1 :

so please make sure to delete the tollgate and add a tollgate between ap-1 and ap-68 asap (if you cannot for the next relsease then do it for the folowwing one^^)

I agree, this technique can be really useful for Gibraltar on this area. About your plan, it can be really good, to just have A-381 and north entrance, I think all things can fit.

AP-1 isn't even on ProMods Iberia :) :lol: . It will be probably something for SCS, to not make the mistake to still have tolls on ap-1 between Burgos and Miranda de Ebro.
