On the contrary. Working alone on a map could really speed things up. Solo projects don't have any problems with storing data, transferring data to other team members, communication problems, complicated version control, etc. Obviously it's useful to have some support. LoaderSaints is making Belarus, but that's not an official ProMods project and the progress is slow. Mapping eats up a lot of time, especially if the map is made only by one person.
It depends on how much time such a person has available to spend on mapping, of course.
