Of course not. The verb "end" applies to "poverty," not to the rest of the sequence. I guess they don't teach "diagramming" in English classes any longer... :?

That might depend on the reader's mother tongue, because grammatical structures vary from one language to another (e.g.: double negation). As spanish speaker, I also understood "the end of liberty", even though I supposed you weren't meaning it. Anyway, I read that the Oxford comma might also bring confusion.
