I found Luleå
North of Skellefteå, I had to sleep. There were 2 empty parkingspots, but the game didn't give me the possiblity to sleep, so I had to enter F7(help), and hope to go to a garage, were hopefully, there would be a parkingspot.
Then I was told to be transportet to Luleå. I got there and I got som sleep.
Then I had 2 drive around outside Luleå, to find my way out again, to E4.
Looking good so far

Yes, it doesn't look brown at all. Anyway it was the only one I found..

I mean the makers of the picture, should have chosen more colours, than just a 2 colour.
Maybe then people would have had easier to see what it was from a distance, instead of what it did look for some from a distance.

I also found Luleå too. It's strange that it wasn't released for 2.30 - it looks almost complete. Unless, of course, there was still much more to be added.

I have also been there. The missing part is Svartön industrial area with the harbour and SSAB steel production, the main industry in Luleå.

I don't know if this qualifies as northern Scandinavia, but i'll try anyway..

That's always a developer's decision to decide which city he/she will make or not, but to be honest I don't think so because it's too close from Oslo (as you said).
