[Fixed] [2.16] Heilbronn, prefab not on UI

First Imformation: Bug was found on ProMods-Version 2.16 and ETS2-Version 1.27.2.1s

I have noticed following: In Heilbronn you can only take Jobs with destination in Heilbronn itself. I have observed the Jobmarket a while and find out that Heilbronn isn't receiving Jobs from another City and the Jobs from Heilbronn are only have destination in Heilbronn.
So i checked if one of my Mods is responsible for this Bug. But without all Mods (except ProMods-Package) it is the same Situation

Furthermore i tried to Plan a Route to Heilbronn in the Adviser. But it doesnt worked

And this could be maybe the Problem. It looks like Heilbronn is completly cut off from the rest of the Map.
