[Fixed] [#11466] [2.27] A7/A10, wrong give way sign variant

[France] A07 -> A10 highway intersection near Orleans. Traffic signs are not in highway merge mode. They do not smoothly merge but standing still at the end of the merge lane ;

Note: I have read somewhere on this forum that there are 2 different sign modes one for in the city where everybody stops and a highway mode where the AI is merging smoothly. That's why I report this.
However I have notice quite a lot of signs that are not correct so I do now know if I need to report them or not, please clarify.
