[Fixed] [#16781] [2.31] DE A9 Raststätte Nürnberg-Feust north inconsistent AI behaviour
At the parking lot/gas station Nürnberg-Feust on the A9 in Germany, the AI traffic appears to be preferring the bypass road over the highway. This leads to some problems trying to rejoin traffic there.
