[Fixed] [#18204] [2.40] CZ/PL border, flags on world map

This is not a bug that does not allow the game, but it is a bug.
Icons should be on the GPS in the truck, but not on the map view in the menu.

This bug is also present on one of the borders between Italy and Switzerland.

Those were internally reported by me: #18204
But seems like they weren't fixed correctly. Still visible in closest Map zoom, but should be only visible in GPS as you said.
