[Fixed] [#20546] [2.41] Russian trailer license plate issues

I've noticed that letters and numbers get misaligned and missized on licence plates on some Russian trailers. As far as I can tell this issue is not present in the original game and only appears in ProMods:

Problem confirmed! I have entered this into our bug tracking system, bug #
20546. Thank you for your report.
Owned trailer plates seem okay in BtBS cities (at least in the one city I tested), but I suspect they would be broken in ProMods Russian cities (like Nikel and Murmansk). But freight market trailers, parked trailers, and A.I. trailers (in any location) have two separate problems:
- Sometimes the text does not fit
- Sometimes the plates are using the vehicle format (L NNN LL) instead of the trailer format (LL NNNN)
