[Fixed][#21599] Floating Stop Writing

when i was driving from Serbia to Macedonia i noticed that there is a floating stop road writing decal in between the 2 checkpoints. there are some trucks parked next to it.

I found no floating STOP decals on the asphalt when checking the border station (if you did in 2.43, please send a coordinate of it), but I found several floating road signs and a minor grass bug in the vicinity. Those were filed as bug #21599.
