[Fixed] [#1719] [1.91] Tours, N164, GPS issue

The GPS takes us through the A85 and D347 to Tours - Poitiers I think there a concern
GPS does not recalculate the route if we Lorient - Rennes by the N164

Kutchek and FLD are working together to fix this, but there are a number of these issues and they're not yet fully resolved. The Tours one is, for sure, I don't know about the western region (haven't gone there recently).

Trip advisor will not use N164 between Rennes and Brest.
