where is the File Manage?

Dear Promods,
where is the File Manage? I cant find it in my files. I opend the 211 Test rar and it nots even there. I watched the tutorial steps on this site and I cant find the file mod manager. please help!

There's nothing called File Manage. I think you're doing something wrong but it's hard to guess from your short description. Which screenshot is the problem?

it begins all at Step 7. that picture to conver 002 / 007 to scs files

Download http://www.7-zip.org/, this is a extracting program. once downloaded right click on the files and open with 7-zip. then drag the scs files to your mods folder
