Did you check with only ProMods enabled?
We had a report about it in the past and it was caused by some other mods.

Can confirm from fredrikshaven on E45, truck killing bushes in road, slip road from E45 to E39 towards Hirtshals - flying bushes, and landscape across E39 further north blocking both carriageways - truck killers also. Removed Pro-mods not there in Vanilla.

Are you sure you don't use other mods like for example Real European Company's? This or other mods can cause this since they alter the map. I don't see any problem with only Promods. So it's not a bug.

I do have other mods enabled. I'll check again with a new profile with promods only, and report back. Thanks.

It was indeed the Real European Company 2.3 mod. I disabled that one mod, and transported back to those exact coordinates to a completely different looking map. Thanks, and sorry for the trouble.
