[2.16] Knocked over sign is lit on BAB44 in Germany

There is a knocked over sign in the construction zone on the BAB44 in Germany that is lit at night.
I feel that since it has been removed from service due to construction work that it should not be lit up at night.

It could be considered a bug, albeit a small one but we can't switch that light off unless we make a whole new custom sign without a light mask specifically for this purpose
