Can't use overhead view in Finland

Normally when I press "3" I can get to the "Overhead mode" (See picture) , but when I cross with ferry to Finland I can't enter to it anymore. I checked controls and they are fine. Also when I went back to Sweden I can use overhead mode too. (Picture was taken just after entering Sweden.)

I use 1.4.8 and Scandinavia mod is only mod I have installed.

Have you tried it once outside of the port / boat?

I drived Turku - Helsinki and back, so yeah I have tried it outside the boat

Save and restart the game.- Works for me...
