[2.20] missing companies Baia Mare

Although it had been reported as fixed by NathanARF on August 1, 2017, and is currently a topic in "fixed bugs", I still am seeing no companies in Baia Mare. The prefabs are there, but they are not showing on GPS or in the freight market. Using 2,20, Rusmap, SR.

gas station in Baia Mare is also only showing as a parking location, no gas. This may be intentional, not sure.

This is only a scenery town. I have no idea why, but this is a scenery town. So no icons are enabled here.

I fixed it once but looks like it didn't make it to 2.2 release.
