The info this time is right, but the title should be something like "A1 near Lodz | GPS says 25km/h".
I can not confirm this issue. My GPS says 140km/h (show car limit) or 80km/h (show truck limit). Which mods apart from ProMods are you currently using? That's why we usually ask for the game.log too.

I have the same problem in this road (exactly on the same spot A1), yes even on the southern part of that A1,
got my settings to (car limit) but mine says, that the limit on that road is 40 km !!
If i remember correctly this goes like this for, 8 or 15 kilometers, which is very long .... right ?
Right now i am using Promods 2.30 + Rusmap 1.8.1 + Southern region 7.2.0 + new summer v2.7 by Grimes mods (summer textures).
..Don't know if this helps but, yeah, that was it.
I guess i was lucky at that time, with no police passing by ... LoL !
