The road where this exit leads has a WIP barrier. I guess it wasn't added just in case someone needs to do a U-turn.
I wouldn't consider this a bug. If someone else thinks it's a bug, feel free to state it.

no it's on purpose as told for U-turning, not a Bug, but you can get a free smash with some rolled up newspapers.
