[2.45]Missing Road on Map near Belgrade

There's a road near belgrade not displayed on the map. Looks like I've been drove into part of the city but within 2 traffic lights there's a road block forbidding me going forward.
Is it supposed to be a road leading to the city?
I discovered this by taking a wrong ramp (on the right of the map, supposed to be a dead end). Also I found out you can actually make a U-turn and then drove back to the highway using the other ramp (on the left of the map).
