Probably. Never had such issue. Maybe unpacking went wrong?

i extracted it again just to see if a download error and its come to 314,035KB.
I'd assume this is a download error.

I think that if there'll be a download error, then you won't be able to unpack.
Maybe it got downloaded correctly but there was a problem when unpacking.

See if it works now.

Extracted the files again and i now have a working map.

well i say that but the maps still misaligned (portsmouth in the sea and alike) but done a small drive around and it seems okay

Maybe wrong mod order?

if you have the wrong mod order the cities will appear out of place on the map.
