Looks like it's not a desktop PC... What storage do you have? HDD? SSD?
Where do you experience performance issues?
Could you show us your game.log file?

I have the same kind of problem. I'm also using a laptop (i7 6700hq, 8 gb ram, gtx 950m, ssd) and have terrible fps drops especially in city centers and while i'm driving fast. Is there any general solution for that?

Unfortunalety no, Promods is a heavy mod due to its quality, models and structure. Maybe you can change game settings to low but then game won't be enjoyable.

Or perhaps you can lower the PM def settings, even on my PC which is good but hasn't enough RAM and is of inferior DDR classification, was forced to reduce the def settings, thus improving those areas affected by FPS degradation and graphics stutter.

Try it, see what happens, it's the first step needed to download PM map files and install them correctly, these settings are Low spec PC-only, Average PC, Ultra high and so on. If I get a more powerful PC in the near future, then I will change them again for better performances and quality, it's frustrating having to change them to a lower level but saves me money for the time being, I've placed an order for a better PC, but realistically speaking, it may take weeks. Happy trucking. ;)
