I can't use this loading order because, i use the promods 2.16 hotfix and my mods. (The Lags are without promods too)

But unfortunately your biggest issue is that you don't have decent GPU, Intel crap isn't for gamers.
Try avoid big mods, especially with HD graphics. Try add only one mod at time to test your limits.

To be honest, no idea how you are even able to run ETS2 on this hardware. I think you have a slideshow even without mods? Like 15fps? I suggest buying a new PC and enjoy the game then. Your current PC doesn't even meet minimal requirements for vanilla game if I'm correct.
