You are using a lot of Steam Workshop mods, it's probably one of them causing this issue, which I don't know, you can find the culprit by disable them all and enable them one by one.

Your PC can barely run even base game and PM is huge addition.
You should use 64bit game version:

Try shutdown backround programs to free memory to games:
