I have got all of the needed DLC and disabled all of my other mods.

Remove this [mod_package_manager] Mod package realeurcompv2.3 has been mount (package_version: 2.3, source: User mods)

It is not compatible

This topic about Real European Companies not compatible with Promods should have been looked before posting this gameplay issue.

As said above and you need to create def file in download phase 1/3.
