Also use the 64bit version of the game because you have more then 4GB of Ram.

You have still not followed Almighty post about 64-bit mode.
You have to edit with -64bit in Start Options for game properties in Steam Library.
It's not good to have because it can cause problems with maps:

Make sure you have updated all mods to latest versions that support 1.28.

As said use 64bit game version and mads1153 is right, No dead end mod isn't compatible with maps.
This is old:

Always put graphich and weather mods above map mods in mm.

Can you make sure to update all mods to latest version? I see you have some mods that is outdated for example Sound Fixes Pack is on 17.55, you have 17.52.
You could used the Steam Workshop edition that it will automatically update. Other mod is Jazzycat AI Traffic Pack is 5.6, you have 5.5.

You're still loading many potentially incompatible mods. As was said in the very first reply, try with only ProMods and see how that works, then reactivate other mods one by one as needed.
