I suspect it's definitely a problem with rusmap because I tried removing southern region and it was still crashing and then when I removed rusmap it worked. I checked the load order many times over and I don't know what to try now. Here's a video of my load order in case I got something wrong: https://www.youtube.com/watch?v=S3QLa0lZJ4k
Game log:
There's this thing at the end of the game log where it says:
Road network navigation caching started.
Cached navigation loaded
Road network navigation caching finished.
I found out to fix that you can force economy reset but that obviously didn't work for me.

Seen that error before.
I think that RusMap map is an unofficial Baltic DLC connector.
Replace it with the original RusMap-map_v1.8.1.scs !
All RusMap files should be from the official download, except the def file.

You're right on the map file and I replaced it with the original one but still no luck. Game log looks different so I will post a new one.

Turns out it was rusmap and southern region causing issues with each other. Promods, Rusmap, and Paris Rebuild are all working together. I don't know why southern region has problems with rusmap all of a sudden because all those maps worked before with each other. If anyone is able to get rusmap and southern region working together please tell me.
