So my game is currently at 1.34.0.41s and my promods is v2.40. The game says that all the files including the def file is incompatible?

Any fix?

What does the game say when you click on the 'i'?

You most likely downloaded the DEF file with the 'I use Special Transport DLC' checkbox ticked. If you don't own that DLC, the game will render the DEF-file incompatible.

But, clicking on the 'i' is the easiest way to find your issue.

If all files say incompatible, you're maybe missing some DLC. You need all 5 DLC to run promods 2.40.

I have Going east, scandinavia, that probably explains why. Once I have enough money I will buy all the dlc

Wait! You can play with promods 2.12, but for that I think you need to downgrade the game to v1.26.x. Here you can see all the promods versions and wich DLC is needed. Here you can see how to downgrade the game, if you want. Be aware that you'll need all mods in that version if you downgrade the game.
