I have also seen that the Baltic Dlc did not appear as loaded, but I have it purchased on Steam the day after its sale.
In game.log no error appears, only appeared in red in the mod selector.
My solution has been to restart the computer and now it loads everything perfectly. I do not know why the game has done that, but the first thing I thought was that last update of the game has included something that affected the map.

Anyone has had any problem with the last update
