Can you be specific in what areas in freeways and cities are you crashing?
I only use the ProMods + Poland Rebulding + RusMap Connection, don't use the other RusMap connection.
You can check at Wombat's map mod order.

Your sound mods should be at topmost order.
Your AI traffic mods and truck mods should be above the map mods.
