Obviously, it's always best to use the latest version of the mod. V1.91fixes many issues, notably toll issues in France and Italy.
That said, this particular problem is probably a mod conflict, more specifically I'm going to guess the speedcamera mod. Post your game.log.

It is a near certainty to be a mod conflict. I've driven that road and there is no such barrier there at all...
By the way Paul, the reason you couldn't pass the barrier was because the rear wheels of your trailer was getting hung up on the end of the barrier.

ya i have the going east map pack and some truck packs and trailer pack no other map packs
Could you provide us your game.log.txt by pasting it into http://www.pastebin.com ?
That way we can see our computer specs, your mods etc.
The Going East! DLC is just an official map extension by SCS so basically that's not a mod.
But as Jan Verschueren said, Anti-Speed Camera mod causes these kind of problems, because it's incompatible with ProMods.
