Hello

promods 1.95 does not work even though it should work with dlc but it does so not. Have tried to create a new profile but no luck

You are using version ETS2 1.17 I guess? If you want to use ProMods 1.95 you'll need to wait until ETS2 1.18 is released.

Well i dont heave any of dlc's and I have newest ets2 1.18.05, but it wont work at all, so Is this needing the DLC or not? I think it does not run without DLC, I think some signs and railings are used from the Scandinavia DLC, so shame, this was good map but i am not gonna buy the scandinavia dlc just yet.

ProMods 1.95 requires DLC Scandinavia, because ProMods Scandinavia is replaced by the DLC Scandinavia.

In your case, go to compatibility tab and download 1.91 files again with the 1.17 patch.
