This error was received after I had disabled all mods except Pro mods of course. And my version of Euro is 18 because I reverted it back from 19 after I got the crash at the very top of this thread.
Maybe one of your ProMods files are corrupt..
Try using Firefox or Chrome to re-download them, because IE sometimes downloads the files as corrupt.
And, did you remember to download the z_promods_compatibility_patch_117.scs when downloading 1.91 files? You will need that patch to run 1.91 on ETS 2 1.18.
If not, you can download it from http://www.promods.net/compat.php
