I think I found the same problem just 2 days ago. But I was unable to make it happen again. Strange thing. It needs more investigation.

I have found -- in cases of extreme frustration with immobile AIs -- that if you roll up to them very slowly and gently you can push them out of the way without getting a collision ticket :-) a gentle push doesn't seem to register as a crash. It's one way out of this impasse and more fun than teleporting :-) I have got away with this two or three times on my way to level 30 (i.e. many hours of gameplay), it has never yet resulted in a crash violation.
