Low speed 20 km is not repaired in version 2.17

The problem is only if you drive south

I checked this in the editor before releasing and all the settings were correct

I've just checked this section out with no mods and unfortunately, irrespective of what the editor settings indicate, as at 2.17 this issue is still ongoing as @fauna2 indicated.

I noticed also when I drive north towards Norwegian border from Russia did get stuck with speed limit at 20 after a checkpoint control until you got to next checkpoint control that have speed limit at 40.
After this will reduce to speed limit at 20, it was normal with 20 and higher speed limit did also come.
