[Fixed] [#11216] [2.16] Slow traffic between interchanges on BAB1 in Germany

Traffic is moving at 60 kph in the right lane between the BAB45 and BAB44 interchanges on the BAB1 in Germany.
Entering the right lane at any point between the two interchanges results in the speed displayed on the GPS being set to 60 kph.
At the east end of the affected lane, there is no sign indicating to resume normal highway speed when leaving the ramp from the BAB44.
This is probably the cause of the speed issue for the right lane between the interchanges.

This bug is already confirmed and fixed for long time ago.
So it's already reported in internal bugtracking system with the case #11216.
