[Fixed] [2.16] Ramp speed issue at E411/E42 interchange in Belgium

The flyover ramps in the E411/E42 interchange in Belgium have a truck speed limit of 60 kph.
The ramp speed is not signed anywhere prior to entering the ramps.
The truck speed limit within the exits up to the ramps is 90 kph until you drive off the fork prefabs and onto the ramps.
