[Fixed] Wrong speed limits Romania

I have noticed that many of the speed limits in Romania, no matter what the signs say, is 100km/h on the GPS speed system. I presume that this was made wrong in an update, but the limits should be corrected as 100km/h in a 50km/h is not very safe

100 km/h speeds on transit roads, while in cities just 50 km/h. Basically Romanian speeds are correct. Only on highways the speed is restricted to 130 km/h, but that can change in time. I'm speaking of general restrictions, IRL speeds for trucks and buses may be different.

Make sure to use the truck speed readouts and not the car speed readouts for the GPS. They look tempting, but when in use, they change the realism for commercial vehicles.
