Noticed that near arnheim (coming from north) that the traffic is using the emergency lane as normal driving lane (at leat i think it is not a normal driving lane....going from the end which can be partial seen on the second picture)

I guess that's a stretch of highway where traffic is allowed to drive like this.

Not sure, but are there in some countries the emergency lanes for such things?
As written, the second picture has a normal lane switch to the exit (shortly before the sign which can seen on the picture) lane to the right.
Did not got that far back with the camera to look at the lane a few hundred meters before, but im quite sure that there was a normal merge with the lane i was on to too.
If i come across that part again (and remember it) i may look again.

Your avatar flag suggests you're from Germany. This year I haven't seen a stretch that allows it but 2 years ago, I noticed this kind of sign on A9:
so I guess it's quite popular in Germany. I'm surprised you have no idea about that. Unless you just didn't know it exists in other countries - I had no idea too, until I started testing PM 2.1 and noticed it in the Netherlands

Indeed, i see it a lot on the Dutch roads. Like @Almighty said, it is called "Spitsstrook" in Dutch. They mostly use it as an upgrade for two lane road when there is a lot of traffic. It is a way between upgrading that road from a two lane road to a three lane road. Since that would require more space. A "Spitsstrook" is mostly placed on a existing road shoulder ("Vluchtstrook" in Dutch).
I have also seen this in Germany on A3 near Frankfurt Airport. Few months ago I have driven here and didn't notice that the traffic sign is changed back to normal, I am interested if its monitored somehow

Right now in ETS2 I had a crash with another truck in Denmark when going on E45 to Kolding on a merge with road from an Aarhus, and there is only one traffic sign, that I have no idea what is the meaning, should I give way to the other truck?

It means that traffic should merge together with respect for eachother.
