As a Norwegian, i can't say i've seen these kinds of doubles very often. I think they are very limited to certain roads. I live on the western side of the country, but maybe there is some down in the Oslo area.

They are not allowed on the west coast (ironically that's the only place the spawn in my game). Other than that, they are allowed on major roads all over the country. See from page 39 in this document from Statens Vegvesen:

That company is still campaigning to get doubles permitted in the UK, but as of now, Doubles are 100% illegal in the UK on public roads.

Circuses and Showmen are allowed double trailer rigs under showman's vehicle legislation, however they are (in theory) limited to travelling only within certain hours at night and are limited to 30mph on single carriageways and 40mph on dual carriageways/motorways. There are also other restrictions, like part of the rig has to be living accommodation, the other part has to be purpose built with power generation etc. They can't just link two curtainsiders together and take that on the road.

Quick question, but I've never seen any doubles jobs appear in Germany or Spain. They only very rarely appear for me in Denmark/Sweden/Norway/Finland

Turkey and Bulgaria also allow doubles, although shorter allowed length than Scandinavian ones.

You mean double trailers or tandem trailers? They can be confused. If you could send a picture or link to a source that'd be nice of you

Tractor+semitrailer+full trailer up to 22m. Truck+full trailer up to 18.75m. Full trailers are only allowed if they are shorter or equal to 12m in length.

Only seen in main roads as minor roads are too twisty for them.

I've had a couple doubles jobs pop up in Italy DLC, they're always jobs from Italy to Germany, which doesn't make sense as then I have to drive through Switzerland, which doesn't allow.
