[Fixed] [#19582] [2.40] Vestmannaeyjar, AI causing freezes

ProMods 2.40, playing without any other mods enabled.
When I took the ferry from the icelandic mainland to Vestmannaeyjar, I was greeted with massive freezes. I could only drive 1-2 seconds until being interrupted by a game freeze for on average 10 seconds, and repeat. This also happens when you're only there with the freecam.
I fiddled around with my graphics settings but nothing helped. Then I tried to disable the AI traffic (g_traffic 0) and finally, the freezes were gone. I'm usually playing with g_traffic 5, but the freezes also happen at the default value g_traffic 1.
