I tested that roadworks using ProMods 2.41 and the A.I. traffic correctly stopped at the red lights. Are you using any mods besides ProMods?

[IMPORTANT] How to report a bug. And providing coordinates in a screenshot is not preferred, it is better to provide coordinates as text from the bugs.txt file like this:

Hello, andrewreid.
This bug can't be confirmed and there is no roadwork anymore.
So this is not a bug and most possible caused by a mod conflict.
