[Fixed] [#20390] Croydon Traffic lights

Seems to be issue with lights in croydon at the junction just by trameri/stobart pick up point. Next to the fuel garage and owned garage. Double sets of lights in one direction, missing sets of lights in the other and traffic flowing though on red lights and stopping at greens.

Fresh install with only promods running.

Back on my original save now with other mods but will post that log shortly, got to go to work so will do a fresh game with game log later tonight or tomorrow.

I was taking a drive into Croydon and noticed the traffic lights are back to front in the way when they are red you go and when they are green you stop...only noticed because the traffic stopped at green lights...
