Based on the description, I guess the delivery point in question is this:

I see no errors here, so if I'm mistaken, please send a screenshot, coordinates and a game.log as scan mentioned above. Personally, I suspect a mod conflict.

It's a mod conflict due to the Animated Gates in Companies mod.
I had the same issue while using it and decided to stop using it for that reason.

Same here, it happened near the Waberer’s factory in Clermont and other places. I think it needs an update.

Animated Gates was never compatible with ProMods, and the author won´t do it.
