1.91, patch 1.17, can't override Economy?

I am trying to use a custom economy mod that modifies the following files:

• bank_data
  economy_data
  police_data
  special_event_data

The problem is that no matter where I load the mod, after, before, both after and before Promods, it will not work. If I copy these files into promods-def-v191, then it will work properly. The files are compatible with Promods as I have added the necessary lines. If I disable Promods and only enable the economy mod, then it works fine.
